How do you get rid of spyware after you used multiple programs to remove spyware but it keeps popping up?

Sounds like you still have some of the infection left - It is not always cleaned first time - This can close some of your drives -
Run your scans again in safe mode to stop the infection from appearing - If you can not find any more of it then it may be ‘hidden’ in some files - I always contact if I get stuck with locked files / drives -

This is how you get rid of this unwanted guest.
1. Unplug from the internet (stops spyware to connect internet)
2. Go to my computer + your hard drive (usually is drive C) and look for any folder with the same name as the spyware, if you found one, delete it, if not then go to program files, if you found one delete it if not close everything and open the windows search and search for the spyware exact name, anything comes up with exact name or as you think it belongs to = delete it.
Of course before all these try to shut the spyware, How? From where next to clock, you will see an icon for this spyware or a program keeps popping and popping, right click on it and exit or shutdown anything that stops it (if is possible).

One more thing, if you have a Yahoo! toolbar with the spyware remover installed, that one is pertty good too, once I wasn’t able to remove using anything on a client computer, but the one with Yahoo! removed it in couple of seconds. If you have one try to use that first.

It is possible a rootkit has gotten installed on your computer, and most anti-malware programs have a lot of trouble removing rootkits.
I suggest you get an external drive, copy all your important files and folders to that drive, such as documents, music, and video.
Then format the drive and reinstall Windows.
It is the only way to absolutely ensure the rootkit is gone.

In the future, if you suspect spyware or malware or crimeware again, you can easily reinstall the backup and just start all over. in safe mode F8 run malwarebytes anti-malware and SUPERAntispyware,and what they find you
delete it manually. then run ccleaner to cleand your pc, and mvregclean, to clean registry.
what mvregclean find you remove because the key is there but not the file ,folder or program.
even you reformat and it finds anything remove dont be afraid.
