Sounds like you are infected with rogue anti spyware. Here is what you can do :

Download an anti spyware program off someone elses computer. With a flash drive transfer the .exe installer from their computer to the portable memory card. Bring it home and install the software from the flash drive to your computer. Run the software and eliminate any forms of spyware, malware, adware, and viruses. Reboot your computer. Your internet should be working fine.

Go to ciruitcity or bestbuy and buy a software antivirus program.
